In modern society, information is one of the key pillars of development. Information disclosure is an important duty of the information owner. This duty is defined in the Law of the Republic of Azerbaijan "On Access to Information". According to the Article 29 of the Law, In order to meet the public interests more easily and efficiently and lessen the number of multitudinous requests for information, the information owner should disclose the information he/she possesses, or produced as a result of implementation of public duties. Generalized statistical information is generally referred to such information in the Law.
SEC carries out a comprehensive analysis of the results of school-leaving and admission exams every year. As a result SEC possesses rich scientific and statistical information. This information includes: general level of education in the country and in the regional schools, test takers’ results on each subject and their interests to different specialty groups, admission figures to higher education institutions, high and low-rated general schools, ranking of high schools, results of admission to vocational, undergraduate, graduate and residency level of education, results of the pupils of general education institutions in school leaving exams.
At the same time, as a part of scientific-statistical analysis, several guidebooks such as “Scientific and methodological analysis of admission examinations”, “Gender aspects of students’ admission (women in statistics)”, “Agricultural profiles in statistics”, “Oil and Gas profiles in statistics”, as well as “Admission examination results of the graduates of general schools by regions” are prepared. The analysis of admission results at this scale can also be called the monitoring of the current state of education.
The SEC discloses the results of scientific and statistical analysis - "generalized statistical data" in accordance with the law and with the charter of "Abiturient" journal. All the results have already been published and are publicly available.
