The International Association for Educational Assessment (IAEA) grew out of an International planning conference held in Princeton, New Jersey, U.S.A. in April, 1974.
Since that year, delegates from more than 50 countries have been gathering at conferences each year for the purpose of discussing issues in educational assessment and sharing solutions.
Being a permanent member of the organization, the State Examination Center (SEC) closely cooperates with IAEA on establishment of international cooperation in the field of educational assessment, exchange of experience in this field, as well as application of new assessment methods.
Every year SEC attends the IAEA's annual conferences with its large delegation and presents its innovative initiatives and successful projects to the international community.
Within the framework of cooperation with IAEA, the SEC applied for the organization of the annual conference and it’s been decided to hold the 45th Annual Conference of IAEA in Azerbaijan on September 22-27, 2019.
The theme of the conference will be “Assessment and decision-making: Individual and institutional solutions”, which will reflect SEC’s following priority areas:
• Use of assessment in decision making (students’ admission, selection of human resources);
• Reliability and validity in assessment for decision-making;
• Opportunities and challenges in admission testing and human resources’ selection policies;
• Creating added value measures for better predictions;
• The future of assessment instruments for students’ admission and selection of human resources;
• Assessment data and decision making responsibility;
• E-assessments and technology-advanced platforms;
• Impact of objectivity in assessment and decision-making.
It should be noted that the SEC (former State Students Admission Commission) also hosted the 33rd International Conference of IAEA on "Interaction of National Assessment Systems and Educational Standards" on September 16-21, 2007 in Baku. The SEC was elected a member of the IAEA Executive Committee in 2008.
