The State Examination Center (SEC), a coordinating body of the Eastern Partnership (EaP) platform on 'Democracy, Good Governance and Stability' in Azerbaijan, is holding a seminar on “Competency Model in Public Administration: Challenges and Solutions”.
The seminar is being held within the frame of the first area of Governance and public administration reforms panel of the EaP platform on 'Democracy, Good Governance and Stability'. The seminar served to review the activities in civil service, public administration institutions and their activities, human resources management, civil service recruitment rules, legislation etc.)
The workshop is scheduled for December 5-6.
Opening the event, Chairperson of the Board of Directors of the SEC, Maleyka Abbaszade, welcomed the guests and thanked the European Union for creating such an effective tool to support the cooperation of countries with a common EaP collaboration background. The chairperson noted that these measures will allow us to compare our existing systems with other countries, analyze their pros and cons and determine future development prospects.
Speaking afterwards, Simona Gatti, Minister Counsellor of the EU Delegation to Azerbaijan, noted that the activities implemented within the framework of the EaP platform on 'Democracy, Good Governance and Stability' can be used to study civil service experience of other countries and to discuss successful application of the competence model. Gatti highlighted that the EU is always ready to support the activities and reforms in this area.
Farah Ajalova, Deputy Head of Department on Democracy and Human Rights of the Ministry of Foreign Affairs of the Republic of Azerbaijan, said that Azerbaijan and the European Union have close relations and are active participants of the Eastern Partnership Program. This year we are celebrating the 10th anniversary of our partnership and new goals should be set for future cooperation opportunities.
It should be noted that the purpose of the workshop is to discuss the selection of civil servants in public administration through a widely used competency model, measuring competencies in promotion and comprehensive performance assessment. The workshop will focus on the challenges and solutions associated with the application of competency model in human resource management in public administration.
The workshop will be attended by the officials from government agencies responsible for human resource management, active commission members in civil service interviews, as well as representatives from partner countries' agencies.
The two-day seminar will feature speeches by the SEC staff, representatives of the State Agency for Public Services and Social Innovations under the President of the Republic of Azerbaijan, as well as representatives from Ukraine, Belarus, Georgia and Moldova.
