The annual conference of the e-Assessment Association (eAA) will be held in London, the capital of Great Britain, from June 8 to 10, 2026. A delegation led by Maleyka Abbaszade, Chairperson of the Board of the State Examination Center (SEC), is also participating in the conference.
The main theme of this year's conference is "The Importance of Trust - Innovation Based on the Principles of Integrity and Transparency".
On June 8, 2026, the Chairperson of the Board of the State Examination Center, M. Abbaszade, spoke at the conference within the framework of the "Round Table on National Examinations" and provided information on the experience gained by the State Examination Center in the field of electronic assessment, ensuring the security of exams, applying innovative technologies, using artificial intelligence capabilities, as well as measures taken to increase the transparency and reliability of assessment processes.
The Chairperson said that the State Examination Center organizes numerous high-profile examinations every year that directly affect the country's educational and professional development trajectories. Every year, approximately 700,000 individuals go through the assessment process in 45 different types of assessment and examination processes carried out by the Center. That is why reliability, infrastructure sustainability, information security and the level of human resource training are considered as the main priority areas during the transition to large-scale digital assessment formats. Currently, research is being conducted to assess infrastructure capabilities, as well as various technological solutions are being studied and analyzed in cooperation with international partners. We are currently conducting feasibility studies and working with international partners to evaluate different technological solutions and implementation models. Our experience suggests that technology can be deployed relatively quickly. Building trust in a new assessment system takes much longer. That is why digital transformation must be carefully managed and implemented step by step. In this regard, the main indicator of a successful digital transformation is not only the introduction of technology, but also the preservation of public trust in the reliability, fairness and objectivity of the system's results.

It should be noted that the e-Assessment Association is an international organization that promotes the development of digital examination and assessment technologies and supports the expansion of cooperation between institutions and experts operating in this field. The Association's annual conference is considered an important platform for discussing innovative approaches, new technologies and best practices in the field of assessment.
On June 10, 2026, within the framework of the conference, the Head of the Digital Development, Innovations and Strategic Projects Management Unit of the SEC E. Shirinov will make a presentation on the topic “Ensuring the integrity, reliability and transparency of electronic assessment in mass examinations: ten years of experience in Azerbaijan”.
As part of the visit to London, on June 11, Chairperson M. Abbaszade and the Head of the State Language and Foreign Languages Department of the SEC K. Hajiyeva will also hold a meeting with representatives of Cambridge University Press and Assessment (https://www.cambridge.org) and the ALTE Secretariat (https://www.alte.org). During the meetings, professional development training in leadership, advanced psychometrics and artificial intelligence, preparation of artificial intelligence-based tasks (including for language exams), comparative analysis of national and international exams, assessment and analysis of English exams, development of a certification exam in the Azerbaijani language, ALTE membership and other issues will be discussed.
The next day, meetings will be held with representatives of PeopleCert, LanguageCert and City & Guilds. The meetings will discuss potential cooperation opportunities in the fields of civil service assessment mechanisms, competency-based assessment approaches, artificial intelligence in assessment and advanced psychometrics, as well as future partnership prospects.
E. Shirinov will participate in the annual meeting of the International Association for Educational Assessment (IAEA) on June 11-12, where strategic development directions will be discussed. He is participating in this meeting as a member of the IAEA Board of Trustees, representing the SEC (https://iaea.info/about-us/iaea-board-of-trustees/).
