Residency
The residency is the form of the preparation of medical staff in accordance with the requirements of the base higher education. The admission process is regulated in compliance with the base higher medical education programs developed according to the state education standards. Residency admission covers medical majors listed in the “Classification of residency level majors for preparation of medical staff” approved by the Cabinet of Ministers of the Azerbaijan Republic on 14.06.2011.
The duration of residencies can range from two years to 5 years, depending upon the program and specialty. Preparation of medical staff in residency is conducted in certain medical institutions defined by the Ministry of Health of Azerbaijan Republic, as well as in the medical faculty of Nakhchivan State University. The residency level of study for Azerbaijani citizens is funded by the state.
The unified admission to residency is implemented by the SEC using a paper-based test system in compliance with decree No 41 of the Cabinet of Ministers of the Republic of Azerbaijan, dated February 8, 2017, on “The Approval of Admission Rules to Residency in the Azerbaijan Republic”.
Candidates who have received base higher medical education in the Republic of Azerbaijan or those who have studied in foreign countries and have been professionally qualified (nostrification) in the respective field of higher medical education are eligible to be admitted to the residency.
Admission to residency is carried out through competition by the State Examination Center of the Republic of Azerbaijan on the basis of the results obtained in the Residency level admission examination in the relevant academic year. Candidates are required to pay the fee for participation in the contest.
Current year residents cannot participate in the competition for admission to the residency.
In order to participate in the admission contest, candidates, who have completed their higher education in the Republic of Azerbaijan either in previous years or current academic year, should fill out and confirm their online applications on the website of the SEC within the given time frame. The rest of the applicants must get their applications approved by the Application Admission Commissions by submitting required documents and filling out an online application within the given time frame.
Admission to the Residency level of study is carried out by the SEC in a centralized way and in two phases:

First phase – assessment on core subjects;

Second phase – assessment of the field of study
The results of the knowledge assessment on core subjects are either “pass” or “fail”. Those who receive a “pass” become eligible to attend the second phase (knowledge assessment of the field of study) for 5 (five) years. Students who have completed the third year of core higher medical education are also eligible to participate in the assessment test on core subjects. Students who pass the assessment test on core subjects become eligible to participate in the assessment test of the field of study only after being entitled to be admitted to the residency level of study.
Residency level majors’ selection is carried out after the announcement of the results of the assessment test on the field of study. Candidates, whose score on the assessment of the field of study meets the requirements of the competition imposed by the SEC are allowed to choose a major.
The candidates select the majors corresponding to their field of core higher medical education, and enter their preferred majors into the online application form in the order they prefer. The sequence of selected majors indicated in the application form is accepted on a legal basis during the contest. The applicant gets a place from the first of the listed majors he/she is eligible for according to the score.
The competition is based on the scores of candidates in the assessment test in the field of study.
Applicants are given 100 questions in each phase and every correct answer fetches 1 mark.
Incorrect answers do not affect the candidate's exam result (final result).
The duration of each exam phase is 2.5 hours.
