In accordance with Resolution No. 228 of the Cabinet of Ministers of the Republic of Azerbaijan dated May 20, 2019, applicants who have studied under internationally accredited educational programs are admitted to higher education institutions outside of the general competition.
Internationally accredited educational programs refer to the following programs:
- International Baccalaureate Diploma Programme (IB Diploma Programme);
- Advanced Level of General Certificate of Education (A-Level);
- Advanced Placement (AP).
Applicants who have studied under the aforementioned educational programs and wish to be admitted to higher education institutions outside of the general competition must submit the following documents to the State Examination Center (Address: 29, Academic Hasan Aliyev Street, Nasimi District) or one of its regional branches from July 9 to 25:
1. A copy of the "Applicant's Electronic Application";
2. The original and a copy of the educational document obtained under the relevant program.
Applicants also submit their international diploma results (grades) to the SEC in electronic form. To do this, they ensure that their results are sent to the SEC by entering the SEC's institutional code into the relevant section through their personal account on the official website of the international organization issuing the document or through the account of a representative of the school they graduated from.
Applicants submitting results (grades) for the IB diploma can ensure that their results are sent to the SEC in electronic form by entering the SEC's institutional code (039315) into the relevant section through the account of their school representative (Diploma Programme Coordinator) or their personal accounts on the official IB website.
According to the "Rules for Admission of Students to Higher Education Institutions of the Republic of Azerbaijan," these applicants must have taken a separate exam in the Azerbaijani language and received a passing grade.
The minimum score (or grade) requirements for admission to higher education institutions outside of the general competition are presented below by educational programs:
International Baccalaureate Diploma Programme:
- For admission on a paid basis - 25 (30 for "Law" and "Medicine" majors)
- For admission based on state order - 35;
- Advanced Level of General Certificate of Education (in three relevant exam subjects):
- For admission on a paid basis - C
- For admission based on state order - B;
- Advanced Placement (in three relevant exam subjects):
- For admission on a paid basis - 3
- For admission based on state order - 4.
Note 1: "Three relevant exam subjects" refers to Mathematics, Physics, and Chemistry for the 1st specialty group; Mathematics, Geography, and History for the 2nd specialty group; Azerbaijani or Russian language, History, and Literature for the 3rd specialty group (DT subgroup); Azerbaijani or Russian language, History, and Geography for the 3rd specialty group (TC subgroup); and Biology, Chemistry, and Physics for the 4th specialty group.
Note 2: An applicant submitting documents for admission to higher education institutions outside of the general competition must personally apply to the SEC or its regional branches during the period to be announced by the SEC and state the code of the specialty they wish to be admitted to in writing.
