In accordance with Resolution No. 228 of the Cabinet of Ministers of the Republic of Azerbaijan dated May 20, 2019, applicants who have graduated from internationally accredited educational programs are admitted to higher education institutions outside of the general competition.
Internationally accredited educational programs refer to the following:
- International Baccalaureate Diploma Programme (IB Diploma Programme);
- Advanced Level of General Certificate of Education (A-Level);
- Advanced Placement (AP).
Applicants who have completed the aforementioned educational programs and wish to be admitted to higher education institutions outside of the competition must submit the following documents to the State Examination Center (SEC) (Address: 299 Akademik Hasan Aliyev Street, Nasimi district) or to one of its regional branches from July 7 to July 20:
- A copy of the "Applicant's Electronic Application";
- The original and a copy of the educational document obtained under the relevant program.
Applicants must also submit their international diploma results (grades) to the SEC electronically. To do this, they must ensure that their results are sent to the SEC by entering the SEC’s institutional code (039315) into the relevant section on the official website of the awarding international organization, either through their personal account or the account of their school representative.
Applicants submitting results (grades) for the IB diploma can ensure their results are sent to the SEC electronically by entering the SEC’s institutional code (039315) into the relevant section on the official website of the IB, either through the account of their school representative (Diploma Programme Coordinator) or their personal account.
Pursuant to the "Rules of Student Admission to Higher Education Institutions of the Republic of Azerbaijan," these applicants must have taken a separate examination in the Azerbaijani language and received a passing grade ("satisfactory").
The minimum score (or grade) requirements for admission to higher education institutions outside of the competition are presented below by educational program:
International Baccalaureate Diploma Programme:
- For admission on a tuition-paying basis: 25 (with a minimum of 30 for "Law" and "Medicine" majors)
- For admission based on state order (scholarship): 35
Advanced Level of General Certificate of Education (in three relevant exam subjects):
- For admission on a tuition-paying basis: C
- For admission based on state order (scholarship): B
Advanced Placement (in three relevant exam subjects):
- For admission on a tuition-paying basis: 3
- For admission based on state order (scholarship): 4
Note 1: "Three relevant exam subjects" refers to Mathematics, Physics, and Chemistry for the I specialty group; Mathematics, Geography, and History for the II specialty group; Azerbaijani or Russian Language, History, and Literature for the III specialty group (DT subgroup); Azerbaijani or Russian Language, History, and Geography for the III specialty group (TC subgroup); and Biology, Chemistry, and Physics for the IV specialty group.
Note 2: An applicant submitting documents for admission to higher education institutions outside of the competition must personally apply to the SEC or one of its regional branches within the period announced by the SEC and specify the code of their desired major in writing.
