In accordance with Article 30-1 of the Law of the Republic of Azerbaijan “On Civil Service”, the duty performance of civil servants holding administrative positions is assessed at the end of each year. In line with the results of the assessment, it is envisaged to reward the civil servant holding an administrative position, to award the civil servant with an early qualification degree, to involve civil servant in supplementary education or special training to further improve his/her performance and skills, to transfer the civil servant to another similar position or to a lower position in accordance with his/her knowledge and skills. The principal and human resources departments (responsible person for the personnel issues) of the state bodies directly play an important role in the objective and proper implementation of the assessment.
The State Examination Center pays constant attention to improving the expertise in the assessment of civil servants’ duty performance and to implementing enlightenment in this regard. In accordance with the above-mentioned, on 17 November 2021, an online training on “Rule on assessing civil servants’ duty performance” was organized with the participation of the central executive authorities and other state agencies, including heads of relevant departments of state agencies that are considered a special branch of civil service, and officials responsible for personnel. The training was conducted by Vugar Asgarov, head of the Center's Legal Support and Civil Service Department. The training was attended by 67 civil servants.
The participants were informed about the purpose of the assessment of duty performance, preparation to and implementation of assessment, assessment period, measures to be taken following the assessment, and the jobs regarding the implementation of assessment. At the same time, detailed information was provided on international experience with regard to assessment of civil servants’ duty performance. The training continued with Q&A session.
