On February 2, 2023, an event was held in the administrative building of the State Examination Center in order to discuss ensuring the active involvement of personnel institutions of state bodies in the institutional reforms implemented in the field of civil service, increasing the collaboration and exchange of experience between the state bodies and the Center, as well as considering the state of progress of the measures specified in the Action Plan, challenges appeared during the implementation of the legislation and the ways to solve them.
The event was attended by more than 40 representatives from 35 state bodies, international experts, the Center's leadership, and employees of structural divisions functioning in the field of civil service.
Chairperson of the SEC Board of Directors Maleyka Abbaszade made opening remarks, talked about the reforms and innovations in the field of civil service in Azerbaijan, the development directions and principles of civil service, the works done within the Action Plan for the years of 2019-2021 on “Strategy for Civil Service Development in the Republic of Azerbaijan for 2019-2025”, as well as the state of progress of the Action Plan of the Strategy in 2023-2025.
Furthermore, SEC employees and international experts made the presentations in the field of civil service on the following topics:

Information on technical support project “Support to reforms in civil service system in Azerbaijan”;

“Competency model in civil service and description of competencies”;

“Position profiles in civil service”;

“Workshops in the field of civil service”;
-
“Report on the application of civil service legislation”.
In the end, discussions were held on the application of the civil service legislation, the competency model in civil service, the grouping of civil service positions and the preparation of position profiles, the arrangement of workshops for civil servants. At the same time, the questions of the representatives of the state bodies were answered.
To note that the Order of the President of the Republic of Azerbaijan No. 3696 dated 30 December 2022 approved the "Action Plan for the implementation of “Strategy for Civil Service Development in the Republic of Azerbaijan for 2019-2025" in 2023-2025 and the Center was tasked with coordination of the implementation of the measures specified in the Action Plan.
The Action Plan specifies measures in the direction of the application of competency model in civil service, implementation of institutional reforms, data provision of civil service and development of electronic civil service, support to continuous professional growth of civil servants, and other important fields.
