As a result of the SEC’s collaboration in the frame of the SIGMA, “Summary and Roadmap”- a report document on the application of a competency model in the civil service system has been drafted. The key recommendation set forth in the document is the development of a competency model in the civil service of Azerbaijan through conducting a job analysis. Therefore, the SEC has prepared a preliminary action plan covering the process of Job Analysis in the civil service of Azerbaijan for the development of a competency framework.
Carrying out several activities to support the realization of Article 5.4 “Application of competency model in the civil service” of the “Strategy for Development of Civil Service in the Republic of Azerbaijan” is envisaged under the action plan prepared within the international collaboration.
The first phase of the action plan covers conducting a training course for SEC’s team of experts on “Job Analysis and Competency Definitions in the Civil Service of Azerbaijan” based on Ireland and Belgium competency models. The training is held online, in English with a simultaneous translation into Azerbaijani for the period of 28 May and 2-4 June.
On the first day of the training, the SIGMA experts discussed the draft action plan prepared by the SEC, and answered to the questions of the participants regarding the feasibility of job analysis methods and the application of competency model in the context of Azerbaijan.
It is noteworthy that this online training initiated by the SEC is the progression of the training “Competency-based Management” led by SIGMA experts on 3-4 June 2019 in Baku. The main objective of that training was to identify relevant instruments for the implementation of the above-mentioned Strategy and get acquainted with the experience of the Irish and Estonian model of competency in civil service.
