On July 15, 2026, a coordination meeting was held among the leadership of the examination centers of the member states of the Organization of Turkic States to discuss the matters outlined in the Protocol of Intent on strengthening cooperation in the field of educational assessment and exam organization, signed between the parties on April 10 of this year.
The online meeting was attended by N. A. Bayzhanov, Director of the National Testing Center under the Ministry of Science and Higher Education of the Republic of Kazakhstan; B. S. Shamshidinova, Director of the Department for Quality Development in Education under the Ministry of Education of the Kyrgyz Republic; B. A. Ersoy, President of the Assessment, Selection and Placement Center (ÖSYM) of the Republic of Türkiye; and J. Nurmatov, Head of Department at the Knowledge and Qualifications Assessment Agency under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan.
Opening the event, Maleyka Abbaszade, Chairperson of the Management Board of the State Examination Center, spoke about the importance of strengthening mutual trust among member states, sharing best practices, applying innovative approaches, and implementing joint initiatives that will contribute to human capital development within the framework of cooperation formed in assessment and examination systems under the Organization of Turkic States.
During the meeting, the parties engaged in a broad exchange of views on the priority areas defined in the Protocol of Intent. Within the framework of the discussions, existing opportunities were reviewed regarding the digitalization of examination systems, the development of modern assessment platforms, the preparation of test items using artificial intelligence and other innovative technologies, as well as the integration of artificial intelligence into the processes of exam administration and result evaluation. Furthermore, the prospects for cooperation were discussed in promoting joint scientific research, harmonizing methodological approaches, and reinforcing mutual trust to further enhance the fairness, reliability, and transparency of examinations, as well as developing reliable language assessment tools based on scientific principles and advanced international practice that serve to promote and internationally recognize Turkic languages.
