In the admission examination to the Graduate level of education logical thinking, foreign language, and computer science skills of undergraduate applicants are assessed through the paper-based test. Those applicants who meet the requirements imposed by the State Examination Centre (SEC) are entitled to participate in the major selection.

Each year, curricula of the majors of higher education institutions are analyzed and clustered to support preparation for graduate-level admission examinations. Test items and admission programs in each direction of majors are developed and reviewed carefully following all test development policies and procedures. The admission programs are published in the “Magistr” (Graduate Student) journal. All the set of materials published in this journal is prepared by the teaching staff of the relevant departments of higher education institutions under the guidance of the SEC.

The admission process is regulated according to decree No.40 of the Cabinet of Ministers of the Azerbaijan Republic dated 08.02.2017, “Admission rules to the graduate-level of education in higher education institutions of Azerbaijan Republic and Azerbaijan National Academy of Sciences”. According to the rules, bachelors and other higher educated candidates are eligible to be admitted to the master's degree.

In the admission examination, the Graduate level of education logical thinking, foreign language, and computer science skills of undergraduate applicants are assessed through the paper-based test. They are presented with 50 tests on logical thinking, 25 tests on foreign language, and 25 tests on computer science. The last 5 questions in each block are open-ended questions. The duration of the exam is 3 hours. Each correct answer fetches 1 mark.

Those applicants who meet the requirements imposed by the SEC are entitled to participate in the contest.

Undergraduate applicants enter their preferred majors into the online application in the order they prefer within the specified period. Applicants confirm their applications after selecting funding for the education (state or private funding).

The sequence of selected majors indicated in the application form is accepted on a legal basis during the contest. The applicant gets a place from the first of the listed majors he/she is eligible for according to the score.
