Candidates who have received relevant state certificates on completion of full secondary, vocational, or higher education are eligible for admission to higher education institutions.
Current students of higher education institutions or vocational education institutions (excluding the students in the last year of studies) are not eligible to attend the contest for admission to higher education institutions.
Undergraduate education in the Republic of Azerbaijan is funded either by state-provided scholarships or private funding the students.
According to article 5.4 of the “Education Law” of the Republic of Azerbaijan, the state sets forth the right to receive a one-time free-of-charge education at each level of higher education.
Students’ admission to higher education institutions is carried out through competition by providing equal education opportunities for each citizen. Competent applicants, who have learned relevant educational programs that correspond to the appropriate level of education, are free to select their majors and education institutions by themselves. Admission to higher education institutions is carried out by the State Examination Center of the Republic of Azerbaijan (SEC) on the basis of the results obtained by applicants in a centralized admission exam in two stages in the relevant academic year.
Candidates are required to pay the fee for participation in the contest.
In the first stage of university admission exams (school-leaving exam for current year graduates), applicants take tests on Azerbaijani or Russian languages (depending on the language of instruction they want to study), a foreign language, and mathematics. Applicants are given a total of 85 questions in the exam, including 30 tests on the subject of the Azerbaijani (or Russian) language, 30 tests on the subject of foreign languages, and 25 tests on the subject of mathematics. The maximum possible score in the first stage of the university admission exam is 300 (100 marks on each subject).
The results of the first stage of university admission exams (school-leaving exams) are valid for two years and give the applicant the right to participate in the competition for admission to higher education institutions in the current and next academic years.
The second stage of admission exams to higher education institutions is carried out by major groups. The results of this stage are valid for one year and the applicant is entitled to participate in the competition for admission to higher education institutions in the current academic year only. Regardless of participation in the admission exam on major groups I-IV, the applicant can also take the test for the major group V.
The majors in higher education institutions are divided into five groups, considering the state standards of higher education on those specialties - mandatory minimum requirements for the content and level of bachelor's degree, knowledge, skills, and habits required to qualify for these specialties. Exam subjects by major groups, their degrees, and correlation coefficients are defined as follows:
Major group I – Mathematics (correlation coefficient: 1.5), Physics (correlation coefficient: 1.5), and Chemistry (correlation coefficient: 1);
Major group II – Mathematics (correlation coefficient: 1.5), Geography (correlation coefficient: 1.5), and History (correlation coefficient: 1);
Major group III – according to the language of admission examination – the Azerbaijani or Russian language (correlation coefficient: 1.5), History (correlation coefficient: 1.5), and Literature (correlation coefficient: 1);
Major group IV – Biology (correlation coefficient: 1.5), Chemistry (correlation coefficient: 1.5), and Physics (correlation coefficient: 1);
Major group V – to participate in the competition for this group, applicants do not attend the second stage of the admission exam. They participate in the competition based on the results of the first stage (school-leaving exam).
In the second stage of the university admission exam, applicants are given a total of 90 tasks, 30 on each subject. The maximum number of points that applicants can collect in the second stage of the entrance exam is 150 points for subjects with a relative coefficient of 1.5, and 100 points for subjects with a relative coefficient of 1, for a total of 400 points.
The maximum possible score in the second stage is 400 points (150 points on the subjects with a correlation coefficient of 1,5, and 100 points on the subjects with a correlation coefficient of 1)
